Refresh operations

Validated after the U.S. close

On weekdays, GitHub Actions starts a refresh at 7:30 p.m. America/Chicago. Two UTC schedules cover daylight-saving changes; an offset guard selects the correct run, so a second successful no-op run is expected.

Preserve-on-failure policy

Fresh downloads must pass L3 validation before replacing committed data. If a source or validation step fails, Market Atlas keeps the previous valid snapshot and labels that source stale. Deployment only stops when every source fails and no fallback exists.
